Hello,
I haven’t tried yet, but is the fedora cd accessible? How wold I go about booting and/or installing with speech?

The Fedora Live CD is reputedly the one to use. You can run Orca from it and
then complete an installation.

I haven't tried it myself but I've read encouraging reports from those who
have.

Yes it is. Give it a few seconds once the cd starts spinning then hit
alt-windows-s once and wait. You should hear orca come on and get the
opportunity to adjust its preferences. Once done, hit alt-tab and get
to the fedora desktop to do an install. I had this experience with
Fedora 22.
